Limits initial distribution of the state voter information guide and full text of ballot measures to one copy each for county elections officials, city elections officials, state legislators, and ballot measure proponents

Requires the Secretary of State to mail one copy each of the voter information guide and ballot measure texts to public libraries, public high schools (grades 11-12), and public postsecondary educational institutions

Allows the Secretary of State to mail the full text of state measures to voters within one business day of request

Permits any person or institution listed in the bill to request and receive additional copies of the voter information guide and ballot measure texts from the Secretary of State
