Requires the State Air Resources Board to annually assess and publish greenhouse gas emissions associated with oil transportation in California, broken down by country of origin for imported oil and for state-produced oil.

Mandates the State Energy Resources Conservation and Development Commission to annually provide petroleum industry reporting data to the State Air Resources Board to support the emissions assessment.

Directs the Geologic Energy Management Division to provide a website link to air quality emissions data associated with imported oil transportation.

Expresses legislative intent for the Energy Commission to monitor foreign oil-exporting countries and identify those with documented human rights abuses (as documented by the U.S. Department of State) and those with lower environmental standards for oil production than California.
