CA SB150

Requires the Department of Transportation to partner with the California Workforce Development Board and reserve a minimum of $50,000,000 in federal Infrastructure Investment and Jobs Act funds over 4 years to support California's high road construction careers program.

Authorizes state agencies to use project labor agreements for construction projects exceeding $35,000,000 in aggregate costs only if the agreement includes community benefits provisions, effective January 1, 2026.

Community benefits may include high road construction career partnerships, local hire goals, veteran employment assistance coordination, apprenticeship job fairs, and other methods to promote employment for veterans and economically disadvantaged individuals.

Requires the Labor and Workforce Development Agency, Government Operations Agency, and Transportation Agency to convene stakeholders at least three times and develop recommendations for contract terms by March 30, 2024, with input from the Civil Rights Department and relevant state entities.

Takes effect immediately as an urgency statute.
