Excludes testing equipment designed to detect xylazine from drug paraphernalia prohibitions, alongside existing exemptions for equipment testing fentanyl, ketamine, and gamma hydroxybutyric acid.

Specifies that veterinarians compounding animal drugs with xylazine pursuant to federal guidance shall not face unprofessional conduct charges under California Business and Professions Code Section 4301.

Waives state reimbursement requirements for local agencies and school districts under the California Constitution because the bill creates new criminal offenses within the meaning of Section 17556 of the Government Code.
