Requires the Public Utilities Commission to ensure diverse energy storage duration classes, including long-duration and multiday energy storage, are modeled in integrated resource plans.

Allows energy storage technology that meets an energy storage class's minimum duration requirements to be modeled within that class to ensure technology neutrality.

Applies to load-serving entities' integrated resource planning processes to help achieve the state's electricity sector greenhouse gas emissions reduction and resource adequacy goals.

Declares that no state reimbursement is required because any costs incurred by local agencies or school districts result from changes to criminal penalties, consistent with Article XIII B of the California Constitution.
