Makes conforming changes to involuntary commitment and conservatorship provisions under the Lanterman-Petris-Short Act for consistency with the definition of "gravely disabled."

Requires skilled nursing facilities to have 96 hours of alternative power by January 1, 2026; authorizes release of death record indices to health care service plans and health facilities for death verification purposes; and requires annual fetal death registration compliance reviews.
