Enacts the First Validating Act of 2024 to validate the organization, boundaries, acts, proceedings, and bonds of public bodies including the state, counties, cities, and numerous specified districts and agencies.

Declares all public bodies previously organized under any law are legally organized and functioning with full rights, powers, privileges, duties, and obligations as regularly formed entities.

Confirms and validates boundaries of public bodies as previously established, defined, recorded, or shown on maps and plats used by assessors.

Validates all prior acts and proceedings related to annexation, detachment, consolidation, merger, dissolution, and bond authorization and issuance by public bodies.

Limits legal challenges to acts and proceedings to six months from the effective date; bars challenges after this period unless already pending or previously determined illegal, and prohibits validation of contracts with the United States.
