Enacts the Second Validating Act of 2024, legally confirming the organization, boundaries, acts, proceedings, and bonds of California state agencies, counties, cities, and over 100 types of special districts and public entities

Declares all public bodies organized under law or "color of law" to be legally functioning with full rights, powers, and privileges of properly formed entities

Validates all past actions related to annexation, detachment, consolidation, merger, dissolution of public bodies, and the authorization, issuance, sale, and delivery of bonds

Establishes a six-month deadline from the act's effective date to contest the validity of any covered proceedings; after that period, all matters become legally incontestable

Takes effect immediately as an urgency statute but becomes operative on September 1, 2024; excludes community redevelopment agencies and matters already determined illegal in court proceedings
