Enacts the Third Validating Act of 2024 to validate the organization, boundaries, acts, proceedings, and bonds of public bodies including state agencies, cities, counties, and 130+ types of districts and authorities.

Declares all previously organized public bodies to be legally organized and functioning with full rights, powers, and duties regardless of any technical defects in their formation.

Validates all prior boundary changes, annexations, consolidations, mergers, and dissolutions of public bodies, as well as all prior acts and proceedings related to these changes.

Authorizes and validates all bonds previously issued or authorized by public bodies, including bonds awarded and sold, authorized by ordinance or resolution, or authorized at elections.

Requires any legal challenges to the validity of public body formation, boundary changes, or bond issuance to be filed within 6 months of the effective date or the matters become final and incontestable.
