Requires multiple state agencies (Department of Justice, Department of Financial Protection and Innovation, Department of Cannabis Control, State Department of State Hospitals, Department of Toxic Substances Control, Department of Real Estate, and others) to submit fingerprint images and criminal history information to the Department of Justice for employees, prospective employees, contractors, and certain volunteers.

Mandates state agencies to require background checks in contracts with private entities that access sensitive information, requiring contractors to perform criminal background checks on their own employees and subcontractors who will have access to confidential or sensitive data.

Establishes new license classifications for cannabis operations, including Type 13 (Cannabis event organizer) and Type 14 (Processor), and defines related terms for regulatory purposes.

Revises the Debt Collection Licensing Act to require Federal Bureau of Investigation criminal history record checks instead of state-only checks, and prohibits license denials based on convictions if applicant has obtained rehabilitation certificate, clemency, or pardon.

Appropriates $10,000 from the General Fund to the Department of Justice for implementation and declares the act furthers the purposes of the Control, Regulate and Tax Adult Use of Marijuana Act.
