Renames the Colorado River squawfish to the Colorado pikeminnow in the Fish and Game Code's list of fully protected fish species.

Repeals Chapter 3.4 (commencing with Section 6223) of Division 7 of Title 1 of the Government Code, which established state policy and procedures regarding federal public land conveyances and the State Lands Commission's right of first refusal.

Repeals Chapter 5 (commencing with Section 8560) of Part 4 of Division 6 of the Public Resources Code, which contained related provisions on federal public land conveyances and state responsibilities.
