Renames the Veterinary Medical Board to the "California Veterinary Medical Board" and its contingency fund to the "California Veterinary Medical Board Contingent Fund."

Modifies nursing regulations by replacing references to "accredited programs" with "approved programs" and removes minimum fee amounts for public health nurse certifications while making them non-renewable.

Narrows the definition of "noninstitutional charges" for private postsecondary institutions to only those paid directly to outside entities and requires institutions to provide current versions of documents on their websites.

Makes technical corrections and nonsubstantive changes throughout consumer affairs laws, including updating references to the Board of Psychology, eliminating gendered pronouns, and conforming fictitious business name statement language.
