Requires veterans and their spouses or domestic partners to maintain joint residency in accordance with Department of Veterans Affairs rules, replacing previous requirement that joint residency be in the "best interests of the home member" as determined by the administrator.

Clarifies that veterans rated 70% or greater service-connected disabled receive priority only over veterans without Medal of Honor or POW status, not priority over all other veterans.

Expands grounds for financial penalties or denial of admission to veterans homes to include omission or falsification of financial, criminal, medical, or other information, in addition to existing provision for providing false information.
