Repeals and replaces Section 1032 of the Military and Veterans Code to authorize the Department of Veterans Affairs to establish stipends for members who volunteer at veterans homes, subject to funding availability and Director of Finance approval.

Requires volunteer programs to be therapeutic in nature and not interfere with care provided to members or displace paid employees.

Mandates that the chief medical officer of each home determine a member's medical appropriateness and potential therapeutic benefit before allowing participation in volunteer work.

Specifies that volunteer members are not considered employees and cannot displace civil servants or other department employees.

Exempts volunteer stipends from fee collection requirements under Section 1012.3 and allows members to withdraw from the program at any time without notice.
