Increases funding for part-time faculty office hours from 50% to 90% state reimbursement of compensation costs, effective July 1, 2024.

Establishes Rebuilding Nursing Infrastructure Grant Program as competitive grant program through 2030 to support nursing program development, faculty recruitment, and student support across California Community Colleges.

Authorizes State Public Works Board to issue up to $804,725,000 in revenue bonds to finance affordable student housing projects for 13 specified community colleges with affordability requirements.

Defers $446,427,000 in community college apportionments from June 2023-24 to July 2024-25 and $243,693,000 from June 2024-25 to July 2025-26 to manage cash flow.

Appropriates $787,651,000 from Public School System Stabilization Account to support community college districts and adjusts Cal Grant cohort default rate calculations for 2024-25 academic year.
