• Redefines "personal watercraft" and engine cut-off switch requirements, and modifies child personal flotation device rules on recreational vessels, shortening the vessel numbering reciprocity period from 90 to 60 consecutive days.

• Authorizes the Department of Fish and Wildlife to use federal funds and donations for the Wolf-Livestock Compensation Pilot Program and extends the steelhead trout fishing report-restoration card program deadline from January 1, 2025 to January 1, 2027.

• Increases the oiled wildlife rescue and rehabilitation funding cap from $2,500,000 to $3,250,000 and authorizes the Department of Water Resources to provide biannual reports on the Diablo Canyon powerplant extension loan through December 31, 2030.

• Revises hazardous waste fee collection procedures, imposing penalties up to 300% for willful misrepresentation and establishing exemptions and regulations for generators, while extending the Underground Storage Tank Cleanup Fund collection authority beyond January 1, 2036.

• Extends the California State Park Adventure Pass indefinitely (limited to grade 4 students in public schools), authorizes Angel Island ferry service contracts, and modifies beverage container handling fee provisions through 2027.
