Amends the California Fair Employment and Housing Act (FEHA) to allow local entities to enforce state law prohibiting employment and housing discrimination, effective January 1, 2025.

Requires the Civil Rights Department to promulgate regulations governing local enforcement of discrimination laws by a deadline to be specified.

Regulations must ensure consistent application of discrimination laws statewide, protect complainants from loss of federal or state legal claims, avoid duplication of investigatory work, and minimize loss of federal funding.

Clarifies that nothing in FEHA limits or restricts the Unruh Civil Rights Act or local enforcement efforts, provided enforcement complies with the department's regulations.
