SB 162 Summary

• Establishes a Master Plan for Developmental Services to be developed by the Secretary of California Health and Human Services, with an initial report due by March 15, 2025, and annual implementation updates through 2036.

• Extends rate adjustment periods for developmental services providers through December 31, 2024, and delays full implementation of rate models to January 1, 2025; adjusts hold harmless policies accordingly.

• Indefinitely extends the ability to hold remote meetings for individual program plans (IPPs) and individualized family service plans (IFSPs) upon request, while requiring in-person meetings at least annually for IPPs and biannually for IFSPs.

• Repeals the Family Cost Participation Program (Section 4783) and annual family program fee (Section 4785) that assessed costs to families with children with developmental disabilities.

• Establishes new requirements for social recreation, camping, and nonmedical therapy services including designating regional center staff points of contact, expediting vendor approval, and staff training on these services by March 1, 2025.
