Allows California state preschool contractors to optionally enroll 2-year-old children until July 1, 2027, after which only contractors already serving 2-year-olds may continue doing so.

Establishes streamlined application processes for existing contractors in both California state preschool and childcare and development programs to receive new funding slots.

Modifies provisions governing disclosure of small family daycare home information, allowing the department to share specified details with parents, guardians, and consumer websites for childcare placement purposes while maintaining confidentiality protections.
