Increases CURES fee from $9 to $15 annually for health care licensees, effective April 1, 2025.

Establishes Department of Financial Protection and Innovation oversight of venture capital companies' diversity reporting, requiring annual reports on funding to businesses founded by women, minorities, and other underrepresented groups, with penalties up to $5,000 per day for violations.

Renames Governor's Office of Planning and Research to Governor's Office of Land Use and Climate Innovation, transferring California Initiative to Advance Precision Medicine to Health and Human Services Agency and Community Economic Resilience Fund Program to GO-Biz, effective July 1, 2024.

Creates Governor's Office of Service and Community Engagement to coordinate CaliforniaVolunteers, Office of Community Partnerships and Strategic Communications, and California Youth Empowerment Commission, with implementation subject to legislative appropriation.
