Transfers administration of Homeless Housing, Assistance, and Prevention program, Encampment Resolution Funding program, and Family Homelessness Challenge Grants from Interagency Council on Homelessness to Department of Housing and Community Development by July 1, 2024.

Establishes Round 6 of Homeless Housing, Assistance, and Prevention program with $1 billion appropriation for 2024-25 fiscal year, requiring regional coordinated homelessness action plans with system performance measures and racial/ethnic equity analysis.

Appropriates $150 million from General Fund for Encampment Resolution Funding grants to address encampments and transition individuals to permanent housing, with up to 50 percent reserved for local jurisdictions addressing encampments on state rights-of-way.

Requires California Housing Finance Agency to assess outcomes and develop expansion options for California Dream for All Program by January 31, 2026, and report recommendations to Legislature.

Limits administrative costs for Behavioral Health Infrastructure Bond programs to 3 percent of bond proceeds allocated for each behavioral health and veterans housing program.
