Transfers juvenile justice grant administration functions from the Board of State and Community Corrections to the Office of Youth and Community Restoration, effective by January 1, 2025.

Designates the Office of Youth and Community Restoration as the state agency responsible for federal Juvenile Justice Reform Act compliance, commencing July 1, 2024, including inspection and data collection from secure juvenile detention facilities.

Requires counties to report data to the Office of Youth and Community Restoration semi-annually through January 1, 2030, including numbers of youth adjudicated for serious offenses and committed to secure youth treatment facilities, disaggregated by gender, age, and race/ethnicity.

Appropriates $208,800,000 annually for the Juvenile Justice Realignment Block Grant for 2024-25 and 2025-26 fiscal years, with a distribution methodology to be established by the Governor and Legislature, and adjusts deadlines for Department of Finance allocations from July 1 to July 31 and Controller allocations from August 1 to August 31.

Revises the Juvenile Reentry Grant to cover youth discharged at the conclusion of their baseline or modified baseline term under Section 875, removes obsolete references to the closed Division of Juvenile Justice, and transfers annual reporting responsibilities to the Office of Youth and Community Restoration beginning 2024-25 fiscal year.
