Reduces board of law library trustee meeting requirement from monthly to quarterly meetings.

Extends remote proceeding authorizations in civil, criminal, and juvenile justice cases until January 1, 2027 (previously January 1, 2025-2026).

Allows California Habeas Corpus Resource Center attorneys to represent indigent persons sentenced to life without parole (previously sentenced to death) until July 1, 2029.

Decreases Trial Court Trust Fund emergency reserves from $10 million to $5 million and eliminates annual reporting requirement when no emergency allocations are made.

Appropriates $100,000 from General Fund to Judicial Council for Equal Access Fund program and establishes minimum courtroom technology standards for remote proceedings by July 1, 2025.
