Revises state civil service and payroll provisions to accommodate implementation of a uniform payroll cycle that is not monthly, including modifications to salary computation, workweek groups, sick leave accrual, and layoff procedures.

Authorizes the Department of Industrial Relations to make emergency appointments exceeding 60 working days until December 1, 2026, subject to constitutional limits, with quarterly reporting requirements to the Legislature.

Extends employee representative access to new employee orientations until June 30, 2027 and requires master payroll payments on June 30 to be issue-dated July 1 starting January 1, 2025.

Appropriates $337,000,000 from the General Fund for Public Employees' Retirement Fund supplemental payments to address unfunded state pension liabilities, apportioned among miscellaneous, industrial, safety, and peace officer/firefighter member categories.

Requires contractors and subcontractors on housing developments under sections 65913.4 and 65913.16 to register with the Department of Industrial Relations and clarifies prevailing wage requirements; modifies workers' compensation reconsideration procedures until July 1, 2026.

Extends Community Economic Resilience Fund Program implementation timeline to June 30, 2028 for grant spending and June 30, 2030 for obligation payment deadlines.
