Expands Ebony Alert requirements for missing Black youth, making CHP activation mandatory when law enforcement determines information could assist recovery, and requires a report by July 1, 2027.

Authorizes Transportation Agency to identify and directly allocate available state transportation funding to grade separation projects that lost Budget Act of 2024 funding and are at risk of losing federal/local commitments or project delays.

Extends accountability program requirements for transit funding to include Greenhouse Gas Reduction Fund allocations through 2027–28 fiscal year, requiring regional transportation planning agencies to submit updated financial plans and transit operator data.

Requires Department of Transportation to annually report on zero-emission vehicle purchases, performance analysis, and charging/refueling infrastructure beginning October 1, 2025, through January 1, 2036.

Appropriates $100,000,000 from General Fund to Department of Transportation for Active Transportation Program and increases high-speed rail bond administrative spending authorization from 2.5% to 5%.
