Extends the CEQA exemption for projects that conserve, restore, protect, or enhance California native fish and wildlife habitat from January 1, 2025 to January 1, 2030, requiring Director of Fish and Wildlife concurrence and within-48-hour notice filing.

Exempts all work performed under the State Capitol Building Annex Act of 2016 from CEQA requirements and repeals prior environmental review provisions related to Capitol Annex and State Office Building projects.

Appropriates $700,000,000 from the General Fund over three fiscal years ($300 million in 2024-25, $250 million in 2025-26, $150 million in 2026-27) for acquisition, design, construction, and equipping of Capitol Annex projects, to be transferred to the State Project Infrastructure Fund.

Allows the Director of Finance to adjust transfer timing across fiscal years with Joint Rules Committee coordination, and requires full transfer of appropriated amounts to Assembly and Senate Operating Funds upon receipt.

Takes effect immediately as a budget-related bill and includes severability clause; provides no local reimbursement is required under the California Constitution.
