• Modifies California Universal Preschool Planning Grant Program eligibility, allowing only existing grantees to apply for renewal in 2023-24, while expanding eligibility in 2024-25 to newly formed consortia and individual counties.

• Requires school safety plans to include instructional continuity plans beginning July 1, 2025, enabling temporary reassignment of pupils to other local educational agencies within the same county or immediately adjacent counties during emergencies.

• Excludes attendance generated through attendance recovery programs from average daily attendance calculations and establishes new attendance recovery program requirements, including limits on daily and weekly attendance credits and pupil-to-teacher ratios.
