Extends the deadline for the State Department of Public Health to adopt emergency regulations on hospice agency licensing from January 1, 2025 to January 1, 2026, with the moratorium on new hospice licenses ending January 1, 2027 or one year after regulations are adopted.

Requires the Insurance Commissioner to issue guidance to disability insurers regarding compliance with administrative requirements for school-linked behavioral health provider networks in addition to existing coverage requirements for mental health and substance use disorder services at schoolsites.

Establishes a Medi-Cal managed care directed payment reimbursement methodology for Martin Luther King, Jr. Community Hospital effective no later than January 1, 2026, requiring minimum reimbursement of 72 percent of projected Medi-Cal inpatient costs plus $25 million annually in additional payments.

Authorizes the State Department of Public Health to contract for or develop a capacity data solution to collect and display real-time bed availability information from hospitals, emergency departments, and behavioral health facilities, with penalties up to $100 per day for facilities failing to submit accurate data.

Authorizes the State Department of State Hospitals to adopt emergency regulations on contraband management, inspection, and disposition until June 30, 2026.
