Exempts capital improvements and public access projects at Will Rogers State Beach from state permits and municipal building/zoning codes, requiring only Los Angeles County and California Coastal Commission approval.

Modifies municipal utility district requirements for residential service termination by allowing amortization periods longer than 12 months if necessary to avoid undue hardship, for both regular disputes and medical hardship cases.

Reduces the minimum contribution threshold for the Protect Our Coast and Oceans Voluntary Tax Contribution Fund from $250,000 to $200,000 annually.

Appropriates $3,098,000 from the Salton Sea Restoration Fund to the Department of Fish and Wildlife for 2024-25 fiscal year and clarifies that Greenhouse Gas Reduction Fund moneys must benefit disadvantaged or low-income communities through climate adaptation, environmental quality, or public health improvements.
