Expands fingerprinting and criminal background check requirements for employees and contractors at multiple state agencies, including the Department of Justice, Department of Cannabis Control, Department of General Services, and others.

Modifies the Forced or Involuntary Sterilization Compensation Program by extending appeal deadlines to January 1, 2025, allowing additional reviews of previously denied claims, and extending the program conclusion deadline to January 1, 2026.

Extends the Flexible Assistance for Survivors (FAS) pilot grant program through July 1, 2028, allowing direct cash assistance to survivors to be distributed to vendors and third parties on survivors' behalf, and prohibits FAS payments from reducing California Victim Compensation Board maximum benefits.

Authorizes the Department of General Services to use job order contracting for public works projects up to $10 million initially with up to four one-year extensions, subject to prevailing wage requirements and skilled workforce commitments.

Establishes the Projected Surplus Temporary Holding Account as a General Fund reserve to temporarily hold surplus moneys for up to one year to counter tax revenue volatility, effective through December 31, 2030.
