Enacts the Tribal Housing Reconstitution and Resiliency Act and creates the Tribal Housing Grant Program Trust Fund administered by the Department of Housing and Community Development.

Allocates funds on an annual basis: 80% as entitlement grants to federally recognized California Indian tribes and rancherias, 15% on a competitive basis for housing construction and infrastructure, and 5% for technical assistance to build tribal capacity.

Authorizes fund use for affordable housing programs, home buyer/rental assistance, owner-occupied home rehabilitation, homeowner counseling, rental assistance, energy efficiency improvements, and infrastructure development.

Requires recipients to expend allocated funds within 3 years for programs and services and 5 years for projects from the date of funding agreement execution, with possible extensions for demonstrated progress.

Provides continuous annual appropriations from the Budget Act for a 5-year period from January 1, 2024 through December 31, 2028, benefiting Indian families and essential individuals with incomes up to 80% of area median income for rentals and 120% for homeownership.
