Approves compensation and benefit agreements for State Bargaining Units 5, 8, and 10, with provisions taking effect only if funds are specifically appropriated by the Legislature.

Allows state employer or affected bargaining units to reopen negotiations if Legislature does not appropriate funds for agreement provisions.

Establishes continuous appropriations for employee compensation if budget acts are not enacted by July 1 for fiscal years 2024-25, 2025-26, 2026-27, and 2027-28.

Appropriates $89,035,000 total for State Bargaining Units 5, 8, and 10: $40,676,000 from General Fund, $34,934,000 from unallocated special funds, and $13,425,000 from other nongovernmental cost funds.

Specifies agreement effective dates: State Bargaining Unit 5 (July 1, 2024 to June 30, 2027), Unit 8 (July 1, 2024 to June 30, 2026), and Unit 10 (July 1, 2024 to July 1, 2027).
