Requires courts to issue written advisories to persons convicted of or pleading guilty/no contest to fentanyl-related drug offenses under specified sections, warning that distribution resulting in death may constitute homicide or murder.

Mandates the advisory be included in plea forms or specified on the record and recorded on the abstract of conviction.

Exempts defendants from the advisory requirement if they exchanged the fentanyl-containing substance for another controlled substance or alcohol.

Requires persons granted probation or sentenced for fentanyl offenses to complete a controlled substance education or treatment program pursuant to Section 11373.

Makes the bill effective immediately as an urgency statute to address the fentanyl epidemic.
