CA SB22

Requires courts to provide a written advisory (Alexandra's Law) to anyone convicted of drug crimes involving hard drugs (fentanyl, heroin, cocaine, methamphetamine, PCP) warning that distribution can result in homicide or murder charges if death results.

Expands drug crimes to include fentanyl possession while armed with a loaded firearm (2-4 year state prison sentence) and creates enhanced penalties for fentanyl sales/transport based on weight thresholds ranging from 28.35 grams to 80+ kilograms (3-25 year sentences).

Allows aggregation of stolen property values from multiple theft or shoplifting incidents into a single charge, and makes petty theft/shoplifting a felony for individuals with 2 or more prior theft-related convictions.

Authorizes prosecutors to offer drug treatment deferred entry of judgment programs for hard drug possession/sales defendants, allowing charges to be dismissed upon successful treatment completion instead of jail/prison sentences.

Creates new sentencing enhancements for property damage/destruction during felonies ($50,000-$3,000,000+ in losses) and for group criminal activity involving 2+ persons, plus deems fentanyl distributors who cause great bodily injury or death liable for those enhancements.
