Expands the prohibition on armed possession of controlled substances to include fentanyl, making it a felony punishable by 2, 3, or 4 years in state prison.

Requires that a person possessing fentanyl while armed with a loaded, operable firearm must have knowledge that the substance is specifically fentanyl.

Exempts lawful possession of fentanyl, including with a valid prescription, from the prohibition.

Declares persons convicted under this section ineligible for diversion or deferred entry of judgment.

Provides that no state reimbursement is required for local agency or school district costs resulting from this crime definition change.
