Employment Development Department must develop a detailed plan by March 31, 2025 to establish a permanent Excluded Workers Program providing cash assistance resembling unemployment insurance to workers ineligible due to immigration status

Plan must include itemized cost estimate, summary of technological infrastructure and system updates needed to process applications and distribute benefits, and identification of upgrades that can integrate with EDDNext modernization efforts

Department must submit the plan to appropriate fiscal and policy committees of both legislative houses, the Department of Finance, and the Legislative Analyst's Office

Legislative Analyst's Office must review the plan and report findings and recommendations to the appropriate fiscal and policy committees, Department of Finance, and legislative leadership within 3 months of receiving it
