Requires local agencies disposing of surplus land that receive a violation notice from the Department of Housing and Community Development to hold an open and public meeting to review the violation.

Mandates local agencies provide notice of the public meeting on their website, at their offices, and to the Department of Housing and Community Development no later than the notice posting deadline required by law.

Prohibits local agency governing bodies from taking final action to ratify or approve the proposed disposal of surplus land until the required public meeting is held.

Exempts local agencies from these requirements if they cease the surplus land disposal after receiving a violation notification.

Does not require disclosure of information protected by attorney-client privilege or other confidential communications during the public meeting discussion.
