Establishes expedited permitting procedures for water quality certifications, requiring the State Water Resources Control Board and regional boards to take final action within 180 days of a complete application or 90 days of receiving environmental review documents, whichever is later, if the project proponent completes preapplication consultation.

Authorizes state agencies to enter into cost-recovery agreements with project proponents, hire additional staff, and implement integrated regulatory approaches to expedite permit review and approval for water supply and flood risk reduction projects.

Requires annual reporting beginning January 1, 2025, by the Department of Fish and Wildlife and water quality control boards on issued permits for water supply and flood risk reduction projects, including information on approved conservation and habitat management plans used.

Sunsets all provisions on January 1, 2029, making these expedited permitting procedures temporary measures to address climate change impacts.
