Increases penalties for possession for sale or purchase for sale of fentanyl from 2-4 years to 4-6 years imprisonment in county jail.

Increases penalties for transporting, importing, selling, furnishing, administering, or giving away fentanyl from 3-5 years to 7-9 years imprisonment in county jail.

Increases penalties for transporting fentanyl between noncontiguous counties from 3-9 years to 7-10-13 years imprisonment in county jail.

Exempts the state from reimbursing local agencies and school districts for costs resulting from the increased penalties under existing California constitutional requirements.
