Requires firearms dealers and employees who handle firearm or ammunition sales to complete annual training and certification beginning July 1, 2026.

Mandates the Department of Justice develop and implement a training course by February 1, 2026, with an examination requiring at least 70 percent passing score for certification valid one year.

Training course must cover federal and state firearms laws, identification of straw purchasers and fraudulent activity, indicators of illegal intent or self-harm, theft prevention, firearm safety education, and proper completion of sales forms.

Requires dealers to maintain employee certification records on premises and make them available to Department of Justice agents and licensing authorities during inspections.

Authorizes the Department of Justice to prepare supplemental materials including indicators of gun trafficking, methods to verify lawful purchases, and procedures for reporting suspected fraudulent sales to federal and state authorities.
