Requires manufacturers of electronic and appliance products priced $50-$99.99 to make repair documentation, parts, and tools available to owners and third-party repair facilities for at least 3 years after manufacture.

Requires manufacturers of electronic and appliance products priced $100 or more to make repair documentation, parts, and tools available for at least 7 years after manufacture on fair and reasonable terms.

Mandates that non-authorized repair facilities provide written notice to customers before repairs stating they are not authorized providers and disclose use of used or non-manufacturer parts.

Exempts manufacturers from divulging trade secrets, licensing intellectual property, distributing source code, or disabling security features without owner authorization.

Authorizes cities, counties, and the state to bring civil actions imposing penalties of $1,000 per day for first violations, $2,000 for second, and $5,000 for third and subsequent violations, with enforcement effective July 1, 2024.
