Expands California Food Assistance Program (CFAP) eligibility to any individual whose immigration status is the sole basis for ineligibility for CalFresh benefits, removing the previous age 55+ limitation.

Makes the expansion operative on October 1, 2027, at which point the current CFAP provisions become inoperative and are repealed as of January 1, 2028.

Establishes that CFAP benefits shall be identical in amount and delivery to CalFresh benefits, utilizing existing CalFresh and electronic benefits transfer system infrastructure.

Authorizes the State Department of Social Services to implement CFAP through all-county letters without formal regulatory action for up to 18 months after the operative date.

Requires state reimbursement to counties for any state-mandated local program costs as determined by the Commission on State Mandates, pursuant to existing statutory procedures.
