Requires the Department of Corrections and Rehabilitation to permit news media representatives to tour facilities and conduct in-person interviews with incarcerated persons beginning January 1, 2027.

Allows news media to use recording devices and document prison conditions during interviews and facility tours, subject only to security searches.

Prohibits retaliation against incarcerated persons for participating in media visits or communications, including restrictions on visitation, punishment, disciplinary action, or transfer.

Permits the department to establish reasonable time, place, and manner restrictions on interviews, including limitations on frequency and equipment to maintain security.

Grants unrestricted visitation rights to the Governor, Cabinet members, state legislators with one staff member each, retired and current judges, and Penal Code revision committee members beginning January 1, 2027.
