Requires the California Transportation Commission to prepare a funding needs assessment for the state's general aviation airports by January 1, 2026.

Assessment must forecast expected federal, state, and local revenues, identify any revenue shortfalls, and provide recommendations to address shortfalls.

Assessment shall be informed by the California Aviation System Plan and most recent capital improvement plan, and address funding needs for safety, maintenance, air traffic improvements, public safety operations, wildfire protection, climate change impacts, community impacts, and zero/near-zero emission fuels and vertical takeoff and landing aircraft.

Commission shall consult with the Department of Transportation, Federal Aviation Administration, airport industry, general aviation users, and relevant local and regional governments in developing the assessment.

Section repeals on January 1, 2030.
