Establishes the California Farmworkers Drought and Flood Resilience Pilot Project administered by the State Department of Social Services to provide monthly unconditional cash payments to eligible households containing at least one farmworker, contingent on legislative appropriation.

Requires eligible entities receiving grants to secure nongovernmental funding equal to at least 50% of the grant amount and pursue federal exemptions or waivers to prevent supplemental pay from affecting federal benefit eligibility.

Excludes supplemental pay from being counted as income or resources for determining eligibility or benefit amounts under any state or local means-tested program.

Mandates the department work with an independent research institution to develop outcome measurements and submit an evaluation report to the Legislature by December 31, 2027, including participant income, employment status, housing, and barriers to access.

Exempts supplemental pay from gross income for state personal income tax purposes and repeals all provisions of the bill on January 1, 2028.
