Establishes the Public Safety Collaborative Fund in the State Treasury to be administered by the Board of State and Community Corrections upon legislative appropriation.

Authorizes grants to regional public safety collaboratives for violence prevention, intervention, and suppression activities, with preference given to existing collaboratives including the North Orange County Public Safety Collaborative.

Permits grant funds to support youth violence prevention and intervention in K-12 schools, offender reentry programs, and homeless outreach and intervention efforts.

Requires each collaborative applying for grants to establish a coordinating and advisory board including city officials, local law enforcement, and local stakeholders, and to distribute at least 60% of funds to community-based organizations.

Mandates annual reporting by collaboratives to the board by June 30 on fund usage and effectiveness, with the board reporting findings to the Legislature and Governor by December 31.
