Local governments in coastal zones or within the San Francisco Bay Conservation and Development Commission jurisdiction must develop sea level rise plans by January 1, 2034, as part of either a local coastal program or a subregional bay shoreline resiliency plan.

Sea level rise plans must include best available science, vulnerability assessments for at-risk communities, adaptation strategies and recommended projects, identification of lead agencies, and timelines for updates based on conditions and projections.

The California Coastal Commission must establish guidelines for sea level rise plans by December 31, 2024, while the San Francisco Bay Conservation and Development Commission must establish separate guidelines by the same date, building on existing work products.

Local governments receiving approval for sea level rise plans shall be prioritized for state funding, upon legislative appropriation, to implement adaptation strategies and recommended projects.

The division's operation is contingent upon legislative appropriation by the Budget Act or another statute, and reimbursement for any state-mandated costs shall be made according to existing statutory procedures.
