Extends prohibition on suspending students for willful defiance to grades 6-8 through July 1, 2029, and adds grades 9-12 beginning July 1, 2024 through July 1, 2029.

Allows certificated and classified employees to refer students to administrators for in-school interventions instead of suspension for willful defiance.

Requires school administrators to document interventions within 5 business days, place documentation in student records, and inform the referring employee of actions taken or rationale for not taking action.

Prohibits suspension or expulsion based solely on a student being truant, tardy, or otherwise absent from school activities.

Maintains teachers' existing authority to suspend students from individual classes for willful defiance for the day of suspension and the following day.
