Authorizes reimbursement for a maximum of 2 visits on the same day at a single FQHC or RHC site when a patient suffers illness or injury requiring additional diagnosis after the first visit, or when combining a medical visit with a mental health or dental visit.

Adds licensed acupuncturists to the list of health care professionals whose services qualify as a "visit" for reimbursement purposes under Medi-Cal.

Requires the Department of Health Care Services to submit a state plan amendment to the federal Centers for Medicare and Medicaid Services by July 1, 2024 reflecting the provisions for multiple same-day visits.

Makes technical corrections to existing law regarding physician definitions and scope-of-service provisions for FQHCs and RHCs.

Permits implementation of Drug Medi-Cal and specialty mental health services reimbursement provisions through provider bulletins without standard regulatory action.
