CA SB29

Establishes a political reform education program administered by the Fair Political Practices Commission as an alternative to administrative proceedings for violations of the Political Reform Act of 1974.

Requires program participants to have little or no experience with the violated section, minimal or no public harm from the violation, no prior penalties for the same violation type within five years, and no evidence of intent to violate or conceal violations.

Exempts program participants who complete the education program from administrative, civil, or criminal penalties for that violation and prevents it from being counted as a prior violation in future proceedings.

Authorizes the Commission to charge participating individuals a fee not exceeding the reasonable administrative cost, with fees deposited to the General Fund, and expresses legislative intent to appropriate annual funding for program administration.

Eliminates $10 per day late filing liability for persons unable to file due to serious illness or hospitalization, or for those who complete the political reform education program for late filing violations.
